The Government of South Africa and the Government of the Kingdom of Norway entered into a bilateral agreement in June 1997 to provide for the first phase (2000-2005) of development support to the Department of Education. The agreement has been extended for a period of four years from 2006 to 2009 with an additional R65 million. The purpose of the Programme is to give support to the DoE in meeting its national objective of building a higher education system that is based on principles of social justice and equity and that has the capacity to operate effectively and efficiently to meet the educational, cultural and economic needs of a diverse society. The SANTED Programme assists in meeting these goals through interventions in focused areas at higher education institutions. An independent review of SANTED 1 concluded that it was “highly relevant in terms of areas chosen and project components selected for implementation… effective in terms of goals achievement, and efficient in its organization of implementation and monitoring.”
